The government should amend existing laws to combat online harms including fraud, cyberbullying, pedophilia and child pornography, Communications Minister Fahmi Fadzil told parliament on Monday.

“Freedom of expression exists, but we are also given the authority through the parliament to impose the necessary restrictions for the safety of the people,” Fahmy said.

The bill imposes stricter penalties for content violations and gives law enforcement wide-ranging powers, such as the right to search and seize any authorized officer without a warrant. Service providers may also be held liable under the law and may be forced to disclose user data to authorities during investigations into alleged violations.

Fahmi said that more than 20 consultation meetings were held with stakeholders in the preparation of the draft bill.
